Crochet Pattern for a Stylish Top Using 100% Acrylic Yarn

You’ll Need:
About 400g of 100% acrylic yarn;
Crochet hook size 2.5.
Size:
L.
Stitches Control:
26 sts = 10 cm.
Instructions:
Back:
Make 131 chain sts and work according to the scheme for 38 cm height. Bind off 8 sts from both sides for arm-holes and crochet straight. After 20 cm, bind off the central 95 sts for the neck-hole and 1 st x 2 in every row from both sides (= 8 sts) for shoulders.
Front:
Make 131 chain sts and work according to the scheme for 38 cm height. Bind off 8 sts from both sides for arm-holes to 56 cm height, then bind off the central 91 sts for the neck-hole and 1 st x 4 in every row from both sides for shoulders. Finish work at 60 cm height.
Sleeves:
Each sleeve consists of two parts.
For one part, make 115 chain sts and work according to the scheme with shortened rows. After making 23 sts in the 1st row, make 23 sts x 4 in every odd row from the right side (= 115 sts). Crochet straight until the width of the lower edge is 7 cm, and the upper edge is 18 cm, then cut the yarn.
Make the second sleeve in symmetry to the first.
Assembly:
Make side and inner sleeve seams, then sew them into the arm-holes, leaving open seams for shoulders and the upper part of sleeves.
Fasten the upper part of the back and sleeve according to the scheme 2, then turn to the upper edge of the front and sleeve according to the scheme 2. Connect them on the sleeves and shoulders with back shoulders and back elements of sleeves with slip stitches in the arches of 6 chain sts. Fasten the lower part of work and sleeves with 1 row of single crochets.
Very elegant I like it very much.
Thank you!
I'm making the beige crochet pullover with split sleeves but I can't understand how to do the shortened rows. Can I get a better explanation on how to do this?
