Started this hat, but totally confused with row 6. Do I do 2 dc in every other dc in previous row, I mean skip every other dc in previous row?

I am not understanding the directions at all! In the beginning is says to make 2 ch st increase to turn to next row, which I assume means you join with a sl st and then ch 2 to start next row, but when I get to row15, I am completely baffled as to what it means and chart is confusing! Is there a tutorial for this? Help!
