Fill tightly. Secure and cut the thread.
Skirt:
Attach black thread to row 16, make 2 ch and crochet increases from dc into each loop (60 dc).
Crochet 1 row of 60 dc. At the end of the row, slst. Fasten off and cut the thread.
Hat:

Embroider the core with yellow yarn.
Shell-backpack
Crochet with brown yarn.
Bottom detail:

Fasten and cut the thread.
Upper part:

From the 2nd to the 8th row we knit through the back walls of the loops.

Place the pieces wrong sides together and crochet together with a single crochet stitch. Stuff.

Straps:
Attach the thread to the shell from below, cast on 15 ch, attach to the opposite side. Step back 10 sc and make the second strap in the same way.
Assembly and design:
Sew the flower to the hat.
Sew the head to the body.
Attach the hat to the head.
Embroider the eyebrows, eyelashes, nose, mouth.
