My bullion stitch flower is worked in two rounds with six bullions around a circle:

Worked in sports weight cotton and a 3 mm hook, measures 1¼ inches/just over 3 cm
Making the bullion:
Our flower is made using what I call a 6 wrap bullion:
wrap yarn 6 times around the hook,
insert hook into 4th ch from hook,
pull through a loop,
then pull that loop through all of the loops on your hook
Here is an example of a 5 wrap bullion being worked into a stitch on a row rather than into a chain - but the bullion itself is worked in the same way. You'll just be making 6 wraps instead of 5:
Bullion Stitch Flower Pattern
Round 1: Ch 2, 6 sc (UK dc) into 2nd ch from hook. Join with a ss to 1st stitch to make your circle.
Round 2: *Ch 4, make a 6 wrap bullion into 4th ch from hook.
Ch 1, ss into next st of circle*
Repeat from * to * five times for six petals, working your last ss into the joining ss from Round 1.
Tie off, pull end gently to tighten. Thread end from front to back through the first chain of your first bullion (pic below) and weave in both ends.

A reminder on how to make that bullion:
Wrap yarn round hook six times; insert hook into 4th ch from hook and pull through a loop; tighten that loop under your hook; move the wraps up to the top of the hook, making sure the top wrap is a little looser than the others; pull tightened loop through.
Another tip:
When working into the 4th ch from hook, I work under two loops of the chain like this:

and a ss into the ss at the start of the round!
Tie off, pull end gently to tighten. Thread end through the first chain of your first bullion - it's on the bottom right-hand side of that bullion:

Weaving tail end through 1st ch of 1st bullion
Then weave in your ends and make another flower... or two :)
