Rows 3-14: Ch3, turn, dc2tog 1st and 2nd ch spaces, ch1, *dc2tog by inserting your hook into the same stitch as the last leg of the previous stitch you just did and the next ch1 space, ch1; rep from * to end, placing last leg of final stitch under the ch3 from the previous row; dc on top of ch3. FO, weave in ends.

Border Option:

If you choose to do a border: instead of fastening off, simply turn your work so that you are working down the side of the cloth and sc evenly until you reach the first corner: either place 2sc in the corner stitch or do [sc, ch1, sc] in the corner. Continue single crocheting around, placing either 2sc in each corner or [sc, ch1, sc] in each corner. SS to the first sc made for the border.
