R1: HDC into the first ST, CH 1, Skip 1 ST, HDC into the following 18 more STS, CH 5 STS, Skip 5 STS, HDC the following 18 STS, CH 1, Skip 1 ST and HDC the last remaining ST, CH 2 and turn work.

R2: HDC into the first ST, CH 1, Skip 1 ST [Insert elastic band] HDC into the following 18 more STS, CH 5 STS, Skip 5 STS, HDC the following 18 STS, CH 1, Skip 1 ST [insert the other end of the elastic band] and HDC the last remaining ST, CH 2 and turn work.

R3: HDC into the first ST, CH 1, Skip 1 ST, HDC into the following 18 more STS, CH 5 STS, Skip 5 STS, HDC the following 18 STS, CH 1, Skip 1 ST and HDC the last remaining ST, SS to complete work.

Optional Detailing

Using a strand of yarn, scrunch and tie the middle of the headband where the 5 skipped STS were together. I added an earring stud with the plastic backing into the middle section of the band for a little detail.
