Crochet Slippers with Flowers and Leaves

Materials Needed
You’ll need:
- 50g of grey color yarn (100% acrylic; 292m/100g);
- Odds of different color yarn;
- Crochet hook 2.5.
Size: 25.
Instructions
Start your work with the toe. Make 3 chain stitches with grey yarn and circle them in the ring.
Toe Construction
- 1st row: 14 double crochet in the center of the ring;
- 2nd row: * double crochet, chain stitch*;
- 3rd row: * 2 double crochets, chain stitch*;
- 4th-10th rows: as the 3rd row;
- 11th row: (2 double crochets, chain stitch) x 11 times, finish your work;
- 12th-21st rows: as the 11th row.
Make the heel seam.
For the half-belt, make a stripe of double crochets with grey yarn of the needed length on 3 chain stitches. Fasten the upper edge with 1 row of single crochets.
Flower Creation
Circle 3 chain stitches in the ring. Make 3 chain stitches, 2 double crochets, 3 chain stitches, and 1 single crochet in the center of the ring x 5 times.
Leaf Construction
Make 6 chain stitches with green yarn. Make 1 single crochet, 3 double crochets, 1 single crochet, 3 single crochets in the edging stitch, 1 single crochet, and 3 double crochets, 1 single crochet along this chain.
For one slipper, make 20 colorful flowers and 5 leaves.

Sew leaves and flowers on slippers, as shown in the photo.

Your pattern says to use crochet hook 2,5 but I didn't see any notations in the pattern when to use them.
Also is says size: 25, I'm not sure what that means. Do I assume this is for a baby?

Yes, these slippers are for baby, 16 cm long feet
I don't understand this. 16cm is just over 6 inches (in American measurement), that's nearly the size of my own adult foot, how is this for a baby??

About 16 cm foot
Followed the weird directions (had to refer to the picture to see where to put the 2 dc/ch stitch), used the correct size hook, mine are definitely NOT baby size. These are really big, maybe for a toddler, just not for baby. Not being mean, just saying these actually turn out bigger than for a wee baby foot. 21 rows of dc's even using a 2.5 hook...these are big.
