Just wondering how to get pattern stitches for 2 of the afghans?

I love this pattern for the shawl. I am confused about some of the directions? When I start crocheting is this the collar, the side or what? Does Inc Cluster mean increase? I don’t know I’ve been crocheting for years and am having trouble with the directions.
I appreciate your free pattern and any answers you can give.
