I tried the first few rows last night and here are some tweaks. 

1.With the given hook and my sugar and cream yarn it was way larger than a medium.  Fell off my shoulders.  Going to cut back the number of repeats in all 4 areas.

2.  There is no DC cluster at the end of the row, just ch 3.  The ch 3 effectively makes the garment turn so you don't really need a stitch marker.  The shape is visible.

I apologize for posting this before trying it out.  Also, I'm frogging what I have and going to recalculate the original # of chains.  A practice patch of would be helpful to adjust the size.

I didn't start with foundation sc, so I have to frog all the way to the end (beginning).

I'm going to give this a try.  It's a little confusing but I think it starts with 

Yoke:  204 chains.  Turn, DC in 3rd ch from hook, DC next 2 ch, Ch 1 (skip next ch, DC next 3. Ch1) 16 times.  DC cluster Ch 3 for corner (place marker in 2 ch just made)  Continue around alternating 17 clusters and 9 clusters with 3 chains between clusters and stitch marker in the middle chain.  Continue this pattern for 12 rows.  Then crochet front and back separately for 6 rows.  Next crochet continuously in pattern around with no seams for 41 rows or desired length.   

Flowers:  MC, 15 SC.  (Ch 5, SC, sk 2 st,) 5X, sl st in 1st sc.  Next row: Working in ch 5 loop, SC, HDC, 4 DC, HDC, SC.  Repeat in each loop.  Sl st to beginning.  Leave tail for sewing onto sweater.
