1st row: 1 chain st increase, 1 single crochet in the next 3 chain sts, * 5 chain sts, skip 4 chain sts, 1 single crochet in the next 5 chain sts*; repeat from * to *, 5 chain sts, skip 4 chain sts, 1 single crochet in the last 3 chain sts;
2nd row: 1 chain st, 1 single crochet in the 1st single crochet, 9 double crochets in the next arch of chain sts, * 1 single crochet in the central out of 5 single crochets, 9 double crochets in the next arch of chain sts*; repeat from * to *, 1 single crochet in the last chain st;
3rd row: 1 chain st increase, 1 single crochet in single crochet, * 1 single crochet in the next 9 double crochets, 1 picot*; repeat from * to *, 9 single crochets in the next 9 double crochets, 1 single crochet in the last single crochet;
